White House To Announce 'Accommodation' On Birth Control Rule
- WASHINGTON, Feb 10 (Reuters) - The White House Office of Legislative Affairs issued the following fact sheet on its plan to accommodate religious organizations that were angered by the administration's rule requiring health insurance coverage of contraceptives.
The fact sheet, sent to selected members of Congress, was obtained by Reuters.
FACT SHEET: Women's Preventive Services and Religious Institutions Thanks to the Affordable Care Act, most health insurance plans will cover women's preventive services, including contraception, without charging a co-pay or deductible beginning in August, 2012. This new law will save money for millions of Americans and ensure Americans
nationwide get the high-quality care they need to stay healthy. Today, President Obama announced that his Administration will implement a policy that accommodates religious liberty while protecting the health of women. Today, nearly 99 percent of all women have used contraception at some point in their lives, but more than half of all women between the ages of 18-34 struggle to afford it. Under the new policy announced today, women will have free preventive care that includes contraceptive services no matter where she works. The policy also ensures that if a woman works for religious employers with objections to providing contraceptive services as part of its health plan, the religious employer will not be required to provide contraception coverage but her insurance company will be required to offer contraceptive care free of charge. The new policy ensures women can get contraception without paying a co-pay and addresses important concerns raised by religious groups by ensuring that objecting religious employers will not have to provide contraceptive coverage or refer women to organizations that provide contraception. Background on this policy is included below:
* Section 2713 of the Affordable Care Act, the Administration adopted new guidelines that will require most private health plans to cover preventive services for women without charging a co-pay starting on August 1, 2012. These preventive services include well women visits, domestic violence screening, and contraception, and all were recommended to the Secretary of Health and Human Services by the independent Institute of Medicine of the National Academy of Science.
* Today, the Obama Administration will publish final rules in the Federal Register that:
* Exempts churches, other houses of worship, and similar organizations from covering contraception
on the basis of their religious objections.
* Establishes a one year transition period for religious organizations while this policy is being implemented.
* The President also announced that his Administration will propose and finalize a new regulation during this transition year to address the religious objections of the non-exempted religious organizations. The new regulation will require insurance companies to cover contraception if the non-exempted religious organization chooses not to. Under the policy:
* Religious organizations will not have to provide contraceptive coverage or refer their employees to organizations that provide contraception.
* Religious organizations will not be required to subsidize the cost of contraception.
* Contraception coverage will be offered to women by their employers' insurance companies directly, with no role for religious employers who oppose contraception.
* Insurance companies will be required to provide contraception coverage to these women free of charge. Covering contraception saves money for insurance companies by keeping women healthy and preventing spending on other health services. For example, there was no increase in premiums when contraception was added to the Federal Employees Health Benefit System and required of non-religious employers in Hawaii. One study found that covering contraception lowered premiums by 10 percent or more. (Reporting By Thomas Ferraro; Editing by Vicki Allen)

Nvidia expected to benefit from new HTC strategy
As High Tech Computer (HTC) has adjusted its product strategy and is expected to increase it purchasing of Nvidia Tegra series processors, Nvidia is expected to see its quad-core Tegra 3 processor shipments increase obviously in the first half of 2012.
Currently, HTC still mainly adopts solutions from Qualcomm, but as the company is adjusting its strategy, while graphics output of smartphones is becoming important, HTC's increasing cooperation with Nvidia will allow Nvidia to gain the ability to compete against Qualcomm.
Facing strong competition from Samsung Electronics and Apple, HTC has released information of a new strategy and will no longer focus on its number of models and will establish a new department, HTC Studio, to manage product planning.
As for Tegra 3, in addition to the orders from LG for its Optimus X3, the processor has also received orders from Fujitsu for its Arrows tablet PC and HTC for its Edge.

Logitech channels the touchscreen with Logitech Touch Mouse M600
While not as groundbreaking as some of its othet recent efforts, Logitech is jumping into the future with its latest mouse.
There is, however, a big drawback with the Touch Mouse M600: The device’s software is only compatible with Windows 7, which leaves out OSX users.
Available in February, the Touch Mouse M600 will sell for $70.
The Touch Mouse M600 offers a similar feature set to touch mice from Microsoft and Apple: scrolling, swiping, and clicking are all accomplished in much the same way as on smartphones and tablets. Logitech, of course, is making a big deal of this similarity, which it says will make using the Touch Mouse feel intuitive and natural.
Available in February, the Touch Mouse M600 will sell for $70.
Facebook’s highest valuation yet: $102.3 billion
Forget the SharesPost auction that started before Facebook’s IPO filing and left Facebook with an implied valuation of $94 billion. That’s old news. Yesterday, another auction closed and left Facebook with a record $102 billion valuation.
It looks like Facebook’s IPO numbers are still having an impact. The share price has jumped to $44. Doing some basic math, this means the auction gave Facebook an implied valuation of $102.3 billion, assuming some 2.33 billion outstanding shares. That’s right; we’re finally in the 12 digits for unofficial Facebook valuations.
For a while now, employees and early stakeholders have been selling shares privately on SecondMarket and SharesPost. Most of these have been in the valuation range of $80 billion (only one was in the $90 billion range), although there have also been auction failures. The second market is different, but nevertheless, it still gives you a good idea if a company’s valuation is decreasing or increasing.
Here’s the relevant part of the e-mail SharesPost sent out regarding the auction:
SharesPost Financial Corporation completed its auction of 150,000 shares of the Class B Common Stock of Facebook, Inc. on February 8, 2012. A clearing price of $44.00 per share was established at the auction.
Facebook has now finally surpassed the $100 billion mark it has been projected to be worth. At this rate, Facebook is also expected to create more than 1,000 new millionaires (will your friend be one of them?).
It’s key to remember that we won’t know what the company’s actual valuation is until right before the offering is made, which typically occurs about three months after the company files for its IPO. Indeed, the latest rumor slates May 2012 as the expected timeframe for Facebook going public. Facebook will likely restrict transactions as the date of the public offering nears.

Couple unfriends woman on Facebook, father murders them
36-year-old Billy Payne Jr. and his girlfriend, 23-year-old Billie Jean Hayworth, recently unfriended 30-year-old Jenelle Potter on Facebook. Jenelle was upset, but not as much as her 60-year-old father, Marvin “Buddy” Potter (pictured right). He was so angry when he learned about the unfriending that he and 38-year-old Jamie Lynn Curd (pictured left), who reportedly had romantic feelings for Jenelle, went out and murdered Payne and Hayworth last week. The couple is survived by an eight-month-old baby boy, who was found unharmed, in Hayworth’s arms.
The couple was shot in their home last Tuesday morning. The victims lived with Billy Payne Sr., who was the last person to see them alive; he reportedly saw Hayworth get up to feed the baby before he left for work at about 5:30 AM on January 31, 2012.
About five hours later, when a former neighbor stopped by to pick up mail the family would save for him, Payne was found dead in his bedroom and Hayworth was found dead in the baby’s room. Both victims were shot in the head. Both men have been charged in the shooting of the couple, authorities said today, The Tennessee Bureau of Investigation and the Johnson County Sheriff’s Office charged them with two counts of first-degree murder, after a week-long investigation. Neither of the two men had a criminal record, but both had a history with the victims.
There were several harassing comments made on Facebook just before the couple was found dead. In the weeks leading up to the murder, Potter, who is also Payne’s cousin, had two separate verbal confrontations. Last year, Payne and Hayworth complained to police that Jenelle was harassing them via telephone and over the Internet after they unfriended her on Facebook. Curd, who is Payne’s second cousin, defended Jenelle in court in regards to the accusations.
Curd and Potter were arrested on a $200,000 bond each. Curd’s initial bond was raised to $1.5 million while Potter’s bond hearing has been delayed until next week, when he is expected to have an attorney. The duo is scheduled to appear in court on March 7.
Game developers give Facebook Credits
Facebook’s top game developers aren’t on the same page when it comes to Facebook Credits. Some are unhappy that the company’s payments infrastructure and virtual currency is converting fewer paying users than they initially though it would while others are perfectly satisfied with the social network’s unified virtual currency.
Facebook takes a 30 percent cut of all revenue earned through Facebook Credits, leaving developers with the remaining 70 percent. Facebook’s IPO numbers revealed that Facebook paid out $1.4 billion to developers in 2011 from transactions enabled by its Facebook’s Payments infrastructure. Facebook Credits but the majority still comes from ads.
Inside Social Games interviewed three social game development firms; here’s a quick rundown:
- Kabam Chief Executive Kevin Chou said his company thought conversions would go up to about 15 or 20 percent, but they ended up to be around 5 to 10 percent, meaning that the company is taking a 20 percent net tax.
- Funzio co-founder Anil Dharni, said the move to Facebook Credits ended up being roughly even for the company. Although the conversion rate increased, he saw a gradual decrease in average revenue per paying user, and so the company just moved its focus to iOS.
- Wooga chief executive Jens Begemann defended Facebook Credits and says his company has been using it from the beginning. He also and suggested that Facebook takes more flack because it implemented its 30 percent revenue share cut after several years of not charging developers. In contrast, other companies began taking their 30 percent slice from the first day they launched their respective app stores.

In defense of the Galaxy Note's stylus
Ahhhhhh. Superbowl. Drinking beers with your buddies. Multiple rounds of tequila shots. Ludicrous amounts of food that you’ll be sorry about eating the next day. Nail biting all the way to the end of the 4th quarter with two minutes to go. This is living, right? GIANTS!!!!!!!!
And yeah, the commercials. Seriously, the game was so good this year and you people are obsessing about the stupid commercials? And then Twittering about them in real time?
Do you people even have real lives? Or real friends? You’re wasting your time Twittering about commercials? Ok, I won’t answer that because I probably resemble that remark.
Look, the commercials are there at best for backup entertainment if the game is awful, OK? I know the mother company isn’t going to be happy with me for saying this, but the whole purpose of a commercial break during a major sporting event is for you to get up and stretch, go grab another beer and a slice of pizza, or answer a call to nature.
Possibly even all of the above.
Ok, so everyone got their panties in a twist because Samsung was arrogant enough to make fun of Apple product owners standing in line for whatever next great thing they were standing in line for.
First, let me say that I hadn’t actually seen the advertisement until this evening because during the big game I was actually hanging out with my real friends, drinking real beer and tequila, and when the thing aired, I was probably answering a call to nature.
And yes, it was a stupid commercial and probably a waste of 10 million dollars of airtime. But that doesn’t make the idea of a device with a stylus any less valid.
I don’t know an awful lot about the Galaxy Note other than the fact that it runs on Android and it has a larger screen than a typical smartphone (5.3″) but is smaller than a 7″ or 10″ tablet. So it’s something of a ‘ tweener device. From what I’ve seen of it on the Superbowl commercial and product information on Samsung’s web site, it has the ability for users to use a stylus to record notes in applications that support it.
Presumably the Galaxy Note is pre-loaded with built-in software that already has support for the stylus, such as a generic note-taking app and other PIM functions. As far as I know there are no generic Android API’s for doing pen input or doing handwriting recognition, but who knows, Samsung may have developed a bunch for this device.
Unlike modern smartphones, the batteries on black and white Palm OS units ran for WEEKS or MONTHS (or for the power-hungry color versions, days at a time) not hours.
You could get to the primary Palm OS apps for contact management and calendar and note taking within a single hardware button push.
And yes, the stylus writing aspect using the Graffiti input method took some getting used to, and eventually that was more or less replaced by a keyboard on the Palm Treo, but still, direct information retrieval and entry on the original Palm OS devices were outstandingly simple and easy compared to what we have now.
And I’m including Siri with this one. Hitting the “Calendar” button multiple times would show you instantly what your schedule looked like on a day, week or month. No voice-based assistant could possibly do that faster.
Even with all of the technical achievement we have, what, 15 years later, I still do not beleive that as an organizer we’ve matched or even improved on the basic functions of what the PalmPilot could do with PIM on a dinky 16Mhz Motorola Dragonball processor and its original 1MB of RAM.
The fact that there are tons of people still holding on to their Palm OS devices and refuse to give them up for iOS devices or Androids or BlackBerrys or Windows Phones is a testament to just how useful and efficient those things were.
So you can make fun of the PalmPilot all you want, but I knew the PalmPilot, the PalmPilot was a friend of mine, and you, Siri, are no PalmPilot.
Okay, back to the stylus. While I agree that touch-based applications are absolutely the way of the future, the plain and simple truth is you can’t do everything by touch.
Despite what Steve Jobs may have wanted you to beleive, there are people who actually need to write stuff down — such as doctors. For example, physicians need to write prescriptions and take notes on medical charts. And there are plenty of folks who own things like Moleskine notebooks (”Little Black Books”) that just feel more comfortable writing things down than using a touch-based smartphone or a tablet.
There are other numerous other reasons why you would want to use pen input, and a lot of that has to do with either vertical-market sort of apps (such as signature required type stuff or medical as previously mentioned) or even engineering where you need to do complex mechanical drawings.
The fact of the matter is that content creation professionals need high resolution digitizers in order to do detailed drawings, and current consumer tablets such as the iPad really do not fit the bill because the digitizers are optimized for multitouch and aren’t good enough for digitization at the fine-pixel level.
And at the fine-pixel level, you want to use a stylus, not your fingers. It’s like the difference between fingerpainting on a peice of paper and using a fine brush on a canvas.
The current tablets aren’t up to par in terms of display technology to match digitizers that sensitive, but with true HD displays coming down the pike for full-sized tablets this year, using a tablet for content creation is not out of the question.
So, I’m not saying that the Samsung device can do any of these things or is even necessarily a good product, because I haven’t tried one yet. For all we know, the current applications for pen input and note taking on the Galaxy Note could be quite limited, and perhaps the company should focus its efforts on verticals and not consumers with this product.
But let’s not dismiss the stylus because you didn’t like the commercial.

Nokia's continued feature phone focus may be one of their smartest moves
I generally focus on the smartphone market here on ZDNet because that is what I use and what most readers seem to be interested in. However, the feature phone market is still relevant with staggering global figures that show over 70% of phones sold in 2011 were actually feature phones. Many, including myself, seemed to shrug off the Nokia world asha series 40 handset announcements, but according to this Forbes article feature phones are now more profitable than smartphones so it looks like Nokia’s strategy of staying in the feature phone business may turn out to be a very smart move.
Many manufacturers that made feature phones in the past, including Motorola, Sony, HTC, and LG, have focused their efforts on the smartphone market. While Nokia is focusing on the smartphone market with Windows Phone, they are also very actively targeting the “next billion” with excellent devices like the Asha lineup that includes the asha 303 Asha 201 and . Nokia actually passed the 1.5 billion this month and looks to rule this market in the future.
Google: Madonna tops Tom Brady, Patriots and Giants in searches
Madonna proved that she’s still the queen of pop, and possibly the queen of Googlesearches — at least as far as the Super Bowl as concerned.
Google published the top five trending searches on Google during the game, which were led by Madge, followed by “Halftime show,” Patriots, and Tom Brady. Funny enough, the Giants, the Super Bowl Champions, came in fifth.
But what might be even more interesting is when and how people searched these terms.
As seen in the side graph, most people still conducted searches on their desktop or laptop browsers, with the peak period leading up to kickoff time at 3:30 PM PT/6:30 PM ET. Mobile phone searches peaked similarly, although tablets remained a bit flat overall.
Software engineer Jeffrey Oldham explained on The official Google blog about how Super Bowl fans are increasingly turning towards gadgets during the game.
As the Giants and Patriots battled it out on the field yesterday, U.S. viewers multi-tasked, watching the game on television and also going online more than ever before, turning to their smartphones and tablets to look up players, halftime show performers and their favorite Super Bowl commercials.
But mobile traffic really saw an increase in Google searches during commercial breaks, likely with more viewers out and about at Super Bowl parties. Approximately 41 percent of searches related to Super Bowl ads made during the game were from mobile devices, up 25 percent from the same time the day prior.
Game day searches for “Super Bowl ads” were 122 times higher than the same time last week, and Super Bowl ads or ad teasers reached audiences well before kickoff as many of them (collectively) were watched more than 30 million times on YouTube in advance.
Oldham also pointed out that this was the first year that the Super Bowl was live streamed, also leading to a significant spike in searches for finding out more about Super Bowl live streaming. Is the Android crowd tired of HTC?
Smartphone maker HTC was early on the Android train and rode it to the top of the hill. Recently that trend has begun to change with company smartphone sales dropping precipitously and HTC warning of further drops in store. How does a company at the top drop so fast, and is this something other phone makers should find concerning? There’s not a clear-cut answer but HTC did do some things that I believe contributed to the downfall.
HTC started out in the Android space by making some quality smartphones, proudly displaying the distinctive Sense interface that set them apart from the crowd. The black and white clock along with the curved launch bar found on every HTC phone said “HTC” as clearly as the company logo on the handsets.
The Sense interface is something that you either love or you hate. I’ve heard from both camps over the past few years and it’s a personal thing. Some folks love the way Sense looks little like stock Android while others find fault with that. The latter camp has gotten even more vocal with distaste of the Sense interface as the stock Android interface has evolved over time.
The Gingerbread (Android 3.x) interface was more visually refined than previous versions of Android, and the new Ice Cream Sandwich (version 4.x) even more so. Google has improved the stock Android interface to be visually appealing to most people, and that’s a bad thing for HTC.
The company has retained its Sense interface on all its phones, and some folks who like the looks of it now like the Android interface better. HTC doesn’t allow owners of its phones to turn Sense off, so there is no straightforward way to get a more Android looking interface on those phones. Other OEMs with custom skins have toned those down to make their interface look more like stock Android, but not HTC.
It also hasn’t helped HTC that it produces so many different phone models. It seems every few weeks a new HTC phone is released, not that much different than all the other models already in the market. They look basically the same physically, and with that unchanging Sense interface appear to be just one more phone. This has happened so often that the company’s phone image has changed from “wow” in the early Android days to “meh” currently.
It doesn’t help HTC that those who like the distinctive yet dated appearance of the Sense interface can make phones from any OEM look that way. There have long been widgets and apps in the Android Market that can turn any Android phone into an HTC look-alike. You don’t need an HTC phone to look like you have one.
As it realized its image was slipping HTC tried strange things to deal with the situation. The huge investment in the Beats Audio technology made many scratch their heads at the time as it didn’t seem to be something Android phone buyers would really value. Outside of the HTC Rezoundphone, the Beats technology hasn’t made much noise in the Android smartphone space, and not much even with that handset.Facebook hires former Levi’s, Apple exec to head marketing
Facebook has hired Rebecca Van Dyck as head of global marketing, likely with the hope she can change the social networking giant’s branding. “We can confirm that Rebecca is joining the marketing team and we are thrilled she’s decided to join us,” a Facebook spokesperson said in a statement.
Facebook hasn’t done much marketing of itself at all, so Van Dyck will likelybe taking on quite a bit of work. Given that Facebook is going public soon, she’ll need to boost Facebook’s image so that the company can draw more users, developers, as well as advertisers. In just eight years, Facebook has become one of the most well-known brands in the world, but its consumer satisfaction is very low.
Good thing Van Dyck has quite the employment history to help her with her new responsibilities. Prior to Facebook, she spent just 10 months at Levi’s working as the company’s Global CMO, where she oversaw the company’s global “Go Forth” campaign. Before that, Van Dyck worked alongside Steve Jobs at Apple during the release of the iPod, iTunes, iPhone, and the iPad.
“The iPhone was something created from the outside in, by how it felt to the consumer and the user experience going through it,” Van Dyke told AdAge when explaining her approach and what it was like working with Jobs. “It was first and foremost about the user experience. And that’s how I approach marketing, that theme of focusing on what’s important to the customer.”
Van Dyck was the senior director of worldwide advertising at Apple for four years and then as senior director of worldwide marketing communications and advertising at Apple for three years. Apple hired her away from advertising agency , where for 12 years she worked as the Global Account Director in charge of Nike.Airtel Uses Its Subscriber Base To Promote MNP

Aneesh Chopra, Obama's Indian American IT head, quits
WASHINGTON: Aneesh Chopra, President Barack Obama's information technology honcho, who was the highest ranking Indian American in the Obama administration, is leaving the White House, apparently to try his hand at politics.
Announcing the departure of Chopra, Assistant to the President and the federal government's first Chief Technology Officer (CTO), Obama said "Chopra did groundbreaking work to bring our government into the 21st century.
"Aneesh found countless ways to engage the American people using technology, from electronic health records for veterans, to expanding access to broadband for rural communities, to modernizing government records."
"His legacy of leadership and innovation will benefit Americans for years to come, and I thank him for his outstanding service."
While the official announcement gave no reason for Chopra's resignation from White House, the Washington Post citing unnamed Democrats said he is widely expected to announce that he will run for lieutenant governor in Virginia.
Chopra has flirted with running for statewide office in Virginia for years, building up support among Democratic activists and serving on Obama's transition team in 2008, it said.
The timing of his resignation allows Chopra to campaign this year for his two former bosses: former governor Tim Kaine, who is running to replace retiring Senator James Webb this year; and Obama, who will face a tough fight in the swing state of Virginia.
He is expected to attend Virginia Democrats' biggest fundraiser of the year, the Jefferson-Jackson dinner, Feb 11 in Richmond, where those who are looking to run statewide host parties and mingle with more than 1,500 activists, the Post said.
The eldest son of Indian immigrants, Chopra, 40, was sworn in into his White House job on May 22, 2009 after serving as Secretary of Technology for the Commonwealth of Virginia from January 2006 to April 2009.
He previously served as Managing Director with the Advisory Board Company, a publicly-traded healthcare think tank.
Chopra was named to Government Technology magazine's Top 25 in their Doers, Dreamers, and Drivers issue in 2008.
Aneesh Chopra received his BA from The Johns Hopkins University and his MPP from Harvard's Kennedy School.

Sony's CEO Howard Stringer resigns
TOKYO: Howard Stringer, the Welsh-born American head of Japanese games, music and electronics giant Sony, is to step down as the firm's president and CEO, the company said Wednesday.
He will be succeeded by Kazuo Hirai, a games and music veteran at the company, who will take over as president and CEO in April, a statement said, while Stringer will become chairman of the board of directors in June.
"I look forward to helping Kaz in every way I can so that succession leads inevitably to success," said Stringer. "He is ready to lead, and the time to make this change is now."
Hirai, 51, played a major role in developing thePlayStation in the 1990s and has spent most of his career at Sony in videogames, movies, music and other software businesses.
"As challenging as times are for Sony now, were it not for the strong leadership of Sir Howard Stringer these past seven years, we would have been in a much more difficult position," he said.
The Tokyo-based maker of PlayStation consoles and Bravia television sets is projecting an annual net loss of 90 billion yen ($1.2 billion), its fourth consecutive year in the red, as it reels from the impact of a strong yen, weak sales and severe flooding in Thailand.
